The Polish language was banned from Lithuania’s secondary school system, and the Catholic primary educational network was closed. At the same time, Muravyev tried to curry favor with the Lithuanian-speaking peasantry by improving the conditions of the emancipation, but this policy failed to create goodwill toward the Russian authorities. The 1860s proved a turning point in Lithuania’s modern history. The insurrection of 1863–1864 marked the last time that Poles and Lithuanians joined together in an attempt to restore the old Commonwealth.
